Is the USCIS the only government agency that assesses the K-1 visa?

No, the USCIS is only the first agency that handles the processing of the K-1 visa but the National Visa Center (NVC) also handles the processing of the visa. In this case, you should allow an additional three to four weeks to receive the instructions from the National Visa Center (NVC).

How do I file?

To get the process, and the timeline, started you must file Form I-129F but that is not the only thing that you need to do. The following are some of the things that you should do, according to the USCIS website:
